Implementing MSP

Organisations that wish to link strategy through to delivery should consider implementing Managing Successful Programmes (MSP®) to enable the effective delivery of their business goals. Implementing MSP is about how you manage change within your organisation and implies the development or creation of a core competency in Project Management. Successfully implemented it enables your organisation to deliver its business critical goals. For commercial organisations it can also develop/sustain its competitive edge. For public sector it can help achieve its community plans and corporate aspirations with effective governance and best value.

We always recommend MSP is implemented as a programme. Taking this approach reinforces the implementation of the method by role modelling behaviours and by establishing the governance of the programme. This will enable a smooth transition of any existing projects into the ownership of the programme manager whilst ensuring that all of the projects required to achieve the desired outcomes have been identified.

As a first step we would ask the 'senior responsible owner' to sign off an initial 'identify the programme' stage to perform an 'organisational review'. The output is a programme brief and the initial programme plan. This includes project briefs for the first tranche.

At this point the delivery of the identified projects can commence, using PRINCE2 if appropriate.
